I exported users from BDI-2 to import to BDI-3 but the imported users do not have locations associated to them, why?

BDI-3™ handles locations and hierarchy differently from BDI-2™, therefore locations will not be exported from BDI-2™ for import to BDI-3™. Please manually assign users to locations after the import. Contact your administrator for additional information regarding locations.
